Greetings! I am pleased to write this message to the 22,000 plus participants of the IEEE Systems Council as I begin my term as President. I look forward to collaborating with you as we advance technology for humanity!
In case you are unfamiliar with Technical Councils in general or Systems Council in particular, here is a brief description. Technical Councils are groups of Societies working together in multidisciplinary technical areas of mutual interest, primarily through conferences and publications. Systems Council promotes activities around the technical area of systems and systems engineering. The IEEE Technical Activities Board (TAB) approved establishing the Systems Council to provide a continuing mechanism for Societies interested in systems and systems engineering, known as “Member Societies,” to collaborate. Systems Council currently has 18 Member Societies and others are considering membership. A Technical Council has no individuals as members per se, however IEEE members can elect to be “participants” of Technical Councils (at no charge).
It is customary to begin a new year with reflections on the past and plans for the future. I do this with some trepidation since the past three years were so disrupted by the pandemic and the future is notoriously difficult to predict. But it is also said that the best way to predict the future is to create it. 2023 will be a busy year as we hope and plan to continue emerging from the COVID pandemic that interrupted travel, meetings, conferences, and many other face-to-face activities.
Conferences have begun to return to an in-person format, although some virtual and hybrid events are also being held. On 24-26 October 2022, the IEEE International Symposium on Systems Engineering (ISSE) was held in Vienna, Austria. The IEEE International Conference on Recent Advances in Systems Science and Engineering (RASSE) was held on 7-10 November 2022, in Tainan, Taiwan. We look forward to holding the IEEE Systems Conference (SYSCON) in Vancouver, BC, Canada, on 17-20 April 2023, and hope that you plan to attend.
Publications have done quite well during the pandemic. The IEEE Systems Journal grew under the leadership of Editor-in-Chief, Dr. Amir G. Aghdam. I would like to congratulate Dr. Aghdam on his elevation to the rank of IEEE Fellow as of January 2023. This is a well-deserved recognition of his success and achievements. Dr. Hanwen Yu became Editor-in-Chief of the IEEE Journal on Miniaturization for Air and Space Systems (J-MASS) in 2022 as the tempo of publications in this journal picked up. In 2023, we anticipate a successful launch of the IEEE Open Journal of Systems Engineering under the leadership of Editor-in-Chief, Dr. W. Dale Blair, and Associate Editor-in-Chief, Dr. Ljiljana Trajkovic.
High on my list of priorities is getting more individuals actively engaged in the Systems Council. I firmly believe you get more value from your IEEE membership when you invest your time in technical activities. If you are looking for an opportunity to grow professionally, try out a volunteer role on Systems Council. I would be happy to help you get connected.

Please welcome the Systems Council's new member Society, IEEE Reliability Society. The IEEE Reliability Society welcomes anyone that has an interest in making “things” reliable. Their mission is to promote recognition of the reliability profession, develop, and disseminate reliability best practices, and be a resource for collaboration among reliability professionals.

Systems Council offers two scholarships of US$5,000, one for undergraduate and one for graduate students.
The Outstanding Service Award honors long and distinguished service to IEEE Systems Council at a level of dedication and achievement rarely demonstrated. The recipient receives a plaque and US$1,000.

The Systems Council Life Member Committee is seeking individuals interested in historical accounts or biographical sketches about events or individuals that shaped the field of systems engineering. Members interested in this activity should contact the Systems Council Life Member Committee Chair, Walt Downing.

We would like to thank everyone for participating in this Systems Council sponsored conference. If you missed ISSE 2022, the conference proceedings are now available on IEEE Xplore. Unfortunately, ISSE will not be held in 2023. Keep an eye on the Systems Council website for 2024 announcements.

The IEEE International Conference on Recent Advances in Systems Science and Engineering (RASSE) 2022 was held at National Cheng Kung University (NCKU) in Tainan, southern part of Taiwan. The conference was opened by Dr. Sue, President of NCKU (picture shown below far left) and Dr. Dyer, President of IEEE Systems Council. Hu-Lien Chen (shown in the far-right picture with her advisor Professor Jar-Ferr Yang) was the recipient of the Best Paper Award for the Ph.D. Forum.

The IEEE CAS Kenya Chapter members have been working hard to create a hardware community that will bring together hobbyists, engineers, scientists, researchers, start-ups, resellers, and PBC companies. Before the formation of the Chapter, all the members were working in Silos. The YP members in Kenya decided that CAS was the best platform to connect all these people together.

Recognizing the momentous technical and societal trends occurring in transportation electrification, the IEEE recently approved the formation of a Technical Council focused on the subject, to be called the Transportation Electrification Council (TEC). If you work in the transportation industry or have an interest in the field, please participate in activities, volunteer, suggest new initiatives, or take lead in developing programs for transportation engineers, managers, and researchers.

IEEE Consumer Technology Society (CTSoc) has established an Industry and Standards Activities Committee (ISA Committee) that is chaired by the VP of IAS, who serves at the pleasure of The CTSoc president. The current VP of ISA is Stuart Lipoff ([email protected]), and he welcomes input from CTSoc members and also from non-members among consumer-technology industry stakeholders.
