This is a hard time for everybody around the world due to the pandemic. I hope that you and your families and friends are doing fine, and I really hope that the virus will be defeated soon and no more people will suffer.
Systems Council, even in this difficult time, is striving to help our scientific and professional community stay on the leading edge of knowledge and profession. We are transforming our conference into virtual events so as to allow people to share ideas and experiences in our field. We are working to expedite dissemination of quality knowledge in our publications. We are working on an educational program. And we are planning for more initiatives to support underserved groups and areas.
Please visit our website frequently for detailed information about our activities. Our newsletter will help you to remain current on our activities, as well as other information relevant to our field (past issues are available on our website).
If you have any comments, suggestions, recommendations, or criticism, please do not hesitate to contact me. The IEEE Systems Council is pleased to report that we are now one of the three stewards of BKCASE, which includes the Systems Engineering Body of Knowledge (SEBoK) and the Graduate Reference Curriculum for Systems Engineering (GRCSE). Systems Council assumed IEEE Computer Society’s stewardship for BKCASE governance in January 2020. The other two stewards are INCOSE & Stevens University.
SEBoK is a living document and covers a wide range of systems engineering information with references and recommendations on articles and books in the field. SEBoK receives worldwide interest and had 923,698 page-views in 2019. This number does not include views conducted by interested parties after they download the document. The Editor of SEBoK, Robert Cloutier, has selected an outstanding set of associate editors who are planning SEBoK evolution.
The IEEE Systems Council expects that SEBoK and (in the future) GRCSE will continue to improve Systems Engineering research, education, and practice, and we want to be part of that.
SEBoK editors are looking for new material on Systems Engineering to add to SEBoK. Authors get bylines. Robert Cloutier writes here.
"I am looking for additional authors and folks interested in taking a leadership role as editors to help manage and grow our content for specific areas. It would be nice to add some more content in Part 6: Related Disciplines, and Part 7: SE Implementation Examples. If you would like to author an article for those sections, please reach out to Nicole Hutchinson or myself."

Systems Council is creating a new page on the Systems Council website to tell the stories of women in systems engineering. We will post women's stories, telling you how they entered the field, what they do in their career, and why they find their work exciting. If you have such a story to tell, please contact Stephanie White or Brooke Johnson.

IEEE/NDIA/INCOSE Systems Security Symposium 2020 will now be held as a virtual on-demand conference of recorded paper presentations to be held 1 July – 1 August 2020. Plenary session speakers and panels as well as track session panels will be rescheduled for 2021. Information of the virtual platform will be confirmed in the coming days. We will be offering a virtual presentation option for all of our SSS 2020 authors. The papers of all approved authors will be sent to IEEE with intent to publish in the IEEE Xplore Library, and the presentations of all who present virtually will be available on the conference website. You are not required to present your paper in order to have your paper submitted to IEEE.
All authors and attendees will receive a 50% discount on all conference registration fees. This will be automatically refunded to all attendees. However, if you prefer to put this discount towards SSS 2021, we are able to do this!

After studying and evaluating the announcements, guidance, and news released by relevant national departments, we are sorry to announce that the in-person gathering of IEEE SYSCON 2020, scheduled to be held 20-23 April 2020 in Montreal, Canada has been cancelled. IEEE SYSCON 2020 will now be held as a virtual conference, to be held 24 August – 20 September 2020.
Information of the virtual platform will be confirmed in the coming days. We will be offering virtual presentations by all of our SYSCON 2020 authors and plenary speakers. The papers of all approved authors will be sent to IEEE with intent to publish in the IEEE Xplore Library, and the presentations of all who present virtually will be available on the conference website.
All authors and attendees will receive a 25% discount on all conference registration fees. This will be automatically refunded to all attendees by Thursday, 23 April.

The safety and well-being of all conference participants is our priority. IEEE has been monitoring the developing COVID-19 pandemic (Coronavirus). The World Health Organization has declared COVID-19 (Coronavirus) to be a pandemic, many governments have enacted travel bans and numerous state and local governments are prohibiting large or even moderately-sized public gatherings. Such bans on travel and public gatherings are likely to increase in number and scope in the coming weeks.
After studying and evaluating the announcements, guidance, and news released by relevant national departments, we are sorry to announce that the in-person gathering of IEEE ISSE 2020, scheduled to be held 12-14 October, 2020 in Vienna, Austria has been cancelled.
IEEE ISSE 2020 will now be held as a virtual conference, to be held 12 October – 12 November 2020.
Information of the virtual platform will be confirmed in the coming days. We will be offering virtual presentations by all of our ISSE 2020 authors and plenary speakers. The papers of all approved authors will be sent to IEEE with intent to publish in the IEEE Xplore Library, and the presentations of all who present virtually will be available on the conference website.
We are extending our Initial Paper Deadline through 26 May 2020 in order to accommodate more authors on our virtual platform. We believe that going to a virtual conference for this year will give our loyal authors and attendees the opportunity to still present your excellent work and have your work submitted to IEEE for publication in IEEE Xplore AND to deliver your paper to an audience via recorded video presentation, thereby offering a similar experience to actually having attended in person.

IEEE is Making Its COVID-19 Related Papers Available for Free
IEEE is making COVID-19 related papers in IEEE Xplore available free of charge (i.e., open access) for the period of time that the pandemic exists.
IEEE Xplore contains more than 5 million documents: upon a search on terms such as coronavirus, pandemic, SARS, MERS and similar items, 420 hits resulted! Technologies in our field are useful also to assist in monitoring, understanding and addressing this pandemic and support the humanitarian efforts.
IEEE is "Advancing technology for humanity." An effort of people for people.

IEEE Systems Journal
The IEEE Systems Journal (J-SYS) is the technical journal of the IEEE Systems Council, and is published quarterly. This publication provides a systems-level, focused forum for application-oriented manuscripts that address complex systems and system-of-systems of national and global significance. It intends to encourage and facilitate cooperation and interaction among IEEE Societies with systems-level and systems engineering interest, and to attract non-IEEE contributors and readers from around the globe.

Paper Submission Open: Journal on Miniaturization for Air and Space Systems (J-MASS)

The IEEE Journal on Miniaturization for Air and Space Systems is a new technical journal devoted to covering the rapidly evolving field of small air and space systems such as drones and small satellites. These platforms offer new, low-cost ways to accomplish a wide range of sensing functions for applications ranging from agriculture to land use and ocean surveys.
Papers are sought that address innovative approaches to solving problems related to the development and use of miniaturized platforms such as drones and CubeSats. The scope includes both the sensors (across the electromagnetic spectrum) and platform systems (propulsion, navigation, power, communication, etc.). Papers may include theory, application, and operation of small platforms along with the design and development of both platforms and sensor systems. Papers covering educational activities in developing small platforms or their sensors are also encouraged.
Manuscripts should be submitted through Manuscript Central and should be original work within this scope. Manuscripts submitted to this journal must not have been published before and must not be under consideration for publication elsewhere.

J-MASS Special Issue on Advanced Processing of Remotely Sensed Data Collected by Unmanned Aerial Vehicles (UAVs)
The overall aim of this special issue is to collect state-of-the-art research efforts on the latest development, up-to-date issues, and challenges in the analysis and processing of UAV data using different kinds of computing architectures, with particular emphasis on advanced machine (and deep) learning algorithms and scalable implementations. The manuscript submission deadline is June 30, 2020. Additional details are available on the call for papers.

IEEE Systems Council Technical Committee News

As an example of some of the activities of the IEEE Systems Council technical committees, the Human System Integration (HSI) Technical Committee, led by its Chair, Dr. Holly Handley, recently posted on their TC website that the IEEE book, "Technical Framework for Human System Engineering Applications and Case Studies," received 14 contributed chapters. This book will be submitted for publication this summer. Also, the HIS TC will have its third anniversary this June 2020.
In addition, two IEEE SC TCs are in need of new Chairs. They are the Intelligent Transportation Design TC and the Networked Systems TC. If anyone is interested in applying for these positions, please contact Steve Holt, VP of Technical Operations.
Other areas of focus for the Systems Council Technical Operations include:
- Establishing a closer relationship between the IEEE Learning Network (ILN) and the IEEE SC
- Increasing collaboration with the Systems Engineering Research Center (SERC)
- Furthering our partnership with the Systems Engineering Body of Knowledge (SEBoK) community

The IEEE Circuits and Systems Society (CASS) is working diligently to adapt to the ever-changing circumstances caused by the COVID-19 pandemic. The CASS leadership has developed a webpage for members to reference when trying to find updates on Society related events. The page is updated several times a week to ensure the latest information regarding our conferences is easily accessible. You can view this page here.
CASS has also modified its operations in response to this pandemic. The Society has implemented three new COVID-19 related initiatives. The IEEE CAS Society Virtual Distinguished Lecturer Webinars, the CASS COVID-19 Special Student Design Competition, and the CASS Social Media Best Picture and Caption Contest. See below for more information about each of the initiatives:
- In place of the traditional face-to-face Distinguished Lecturer Program, CASS has pivoted to allow for online presentation and collaboration of the materials through a newly launched Distinguished Lecturer Webinars Series. Learn more.
- The CASS COVID-19 Special Student Design Competition aims to create technology solutions aligned with Circuits and Systems to help break the chain of infection of the COVID-19 virus. Teams of students, ranging from high school to graduate students, are encouraged to participate. Learn more.
- The CASS Social Media Best Picture and Caption Contest was launched with the aim to encourage CASS members to spread positivity, creativity, and happiness during this time of social distancing. Learn more.
