 Greetings!
Systems Council is excited to become one of the IEEE sponsors of BKCASE, which includes the Systems Engineering Body of Knowledge (SEBoK). The IEEE Systems Council will assume a position on the BKCASE Governing Board. The other two BKCASE sponsors are INCOSE and Stevens Institute, which is a Systems Engineering University Affiliated Research Center (UARC). Systems Council, along with INCOSE and Stevens Institute will set direction for SEBoK enhancements. We hope that you will contact us with your insights as to needed enhancements.
I would like to bring to your attention the new Systems Security Symposium which will be held 6-9 April, 2020 at the Marriott Crystal Gateway in Crystal City, VA (Washington DC area). IEEE Systems Council and IEEE AESS are financial sponsors. Technical sponsors include NDIA, INCOSE, the Systems Engineering Research Center (a UARC), and the University of Virginia, in conjunction with OUSD R & E. The conference caters to both practitioners and academics, providing a forum to exchange ideas and experiences on technology, methodology, applications, study cases, and practical experiences. Academic papers were solicited addressing novel ideas, theoretical issues, technology, methodology, or detailed studies. Industry papers were invited that address theory, methods, cases, and practical experience including lessons learned, and real-world achievements. Although the Call for Papers is now closed, please consider attending this interdisciplinary conference and submitting a paper to next year’s conference.
You may also be interested in submitting a paper to one of our two excellent Journals. We are very proud of our IEEE Systems Journal which provides a systems-level, focused forum for application-oriented manuscripts that address complex systems and system-of-systems of national and global significance. It has quite a high impact factor of 4.337. Additional information can be found here. Our second journal, the IEEE Journal on Miniaturization for Air and Space Systems (J-MASS) is a new technical journal devoted to covering the rapidly evolving field of small air and space systems such as drones and small satellites. These platforms offer new, low-cost ways to accomplish a wide range of sensing functions for applications ranging from agriculture to land use and ocean surveys. If you are a student in the following fields or know an eligible student, please watch for the announcement of this year’s James O. Gray Scholarship on the Systems Council website. The scholarship recognizes graduate and undergraduate students pursuing studies in process control systems engineering, plant automation or instrumentation & measurement and undergraduate students pursuing studies in systems engineering. The prize is US$5,000 and a certificate for a Graduate student and US$5,000 and a certificate for an Undergraduate student. Funds will be paid to the school on behalf of the student.

The 5th annual IEEE International Symposium on Systems Engineering (ISSE) was held 1-3 October, 2019 in Edinburgh, Scotland. This year’s conference was a great success thanks to the hard work of our organizers, committee, and attendees.
A tutorial on “Preference and Value Functions for Systems Engineering Design” was presented with a large number of attendees. Attendees also enjoyed an engaging keynote presentation given by Dinesh Verma, Ph.D, the author of over 100 technical papers, book reviews, technical monographs, and textbooks.
Special sessions at this year’s conference included “Current Trends and new perspectives in Reliability, Availability, Maintainability, and Safety (RAMS) for Complex Systems” alongside “Theoretical Foundations of System Engineering (THEFOSE).” Both of these sessions successfully accomplished their goal of keeping our attendees informed about the newest advances in the Systems Engineering field.
Overall, attendees enjoyed the opportunity to network with other engineers in the field while enjoying the beautiful scenery of Edinburgh. This conference provides the opportunity to gather and learn, all while enjoying the company of colleagues from around the world.

The ISSE Young Professionals Event took place on Tuesday, 1 October in Edinburgh. James Ritchie, Systems Council Young Professional Chair, helped facilitate an interesting and engaging event for Young Professionals with the many national and international experts that were attending the IEEE International Symposium on Systems Engineering 2019.
IEEE Systems Council, IEEE Aerospace & Electronic Systems Society, and IEEE Young Professionals held a reception at the conference venue, followed by a panel on systems engineering which covered the career perspectives of experienced professionals from the domain of complex systems engineering.
With over 20 attendees, this event turned out to be a very successful Young Professionals event!

The IEEE Journal on Miniaturization for Air and Space Systems is a new technical journal devoted to covering the rapidly evolving field of small air and space systems such as drones and small satellites. These platforms offer new, low-cost ways to accomplish a wide range of sensing functions for applications ranging from agriculture to land use and ocean surveys.
Papers are sought that address innovative approaches to solving problems related to the development and use of miniaturized platforms such as drones and CubeSats. The scope includes both the sensors (across the electromagnetic spectrum) and platform systems (propulsion, navigation, power, communication, etc.). Papers may include theory, application, and operation of small platforms along with the design and development of both platforms and sensor systems. Papers covering educational activities in developing small platforms or their sensors are also encouraged.
Manuscripts should be submitted through Manuscript Central and should be original work within this scope. Manuscripts submitted to this journal must not have been published before and must not be under consideration for publication elsewhere.
