I hope this new edition of the QEB finds you all doing well, and that you and your families are safe.
In this time of uncertainty, the continued effort of the QEB staff is intended to provide undiminished value to AESS members and to offer an additional opportunity to feel part of a cohesive and welcoming community, although the circumstances prohibit us from meeting together in person. I sincerely wish that all of us will soon overcome the current situation and be able to return to our normal lives with renewed energy and vigour.

Being awarded with the Robert T. Hill Best Dissertation award for my PhD “Passive Radar on Moving Platforms Exploiting DVB-T Transmitters of Opportunity” is a great honor for me. I would have never imagined becoming at one point a recipient of this award. However, I believe one of the key points in fulfilling a PhD and also winning such an award, is to have the support and help from many great people. Luckily, I got to know many great people since starting my work at Fraunhofer FHR and during my PhD thesis. A few years back, when starting to work I could barely imagine the next few months, and just, when I had the chance to talk about a PhD topic with my supervisor Prof. Pierfrancesco Lombardo, the foundation of my research topic was defined. Half a year later I began my PhD studies with great enthusiasm at the University of Rome “La Sapienza.”

A milestone during my work for the PhD was certainly my attendance at the IEEE International Radar Conference in Belfast, UK, which was the first radar conference I attended, and where I had the great chance to present an exciting part of my work to the radar community.
Later my former department leader, Heiner Kuschel, gave me the opportunity to spend three months at the University “La Sapienza” in the laboratory of the Radar Remote Sensing and Navigation Group, for which I am very thankful to him. Working with the scientists in the lab and sharing many great moments with them, made the time spent there fruitful and a great experience.
Certainly, these great experiences helped me through the difficulties that came up during the work for the PhD. I am most thankful to my supervisors, Prof. Pierfrancesco Lombardo, Prof. Fabiola Colone and to Dr. Diego Cristallini, who all showed a lot of patience with me, and were extremely supportive and helpful for my PhD.
I also sincerely thank the reviewers of my thesis, and those who wrote the letters of endorsement for the award.
I am very proud of being a member of the radar community, and looking forward to what will come next.

This quarter’s notable historical event is the publication, dated 19 April 1965, of an article by Gordon Moore entitled “Cramming More Components onto Integrated Circuits.” Moore was the co-founder of Fairchild Semiconductors, and subsequently CEO of Intel.

The key result in this publication was a plot of the number of transistors in a microprocessor (on a logarithmic scale) versus year. There are various versions of this plot, but the remarkable thing is that it gives a respectable straight line, with a slope such that the number of transistors (and hence the processing power) doubles something like every 1.5 years. This has held true over more than four decades, and has become known as Moore’s Law.

In Memoriam: Jim Howard
We have received the sad news that Jim Howard passed away Sunday, 5 April 2020. Jim was a tireless volunteer for IEEE and AESS. Jim served on the AESS Board of Governors 2007-2009, 2010-2012, and 2014-2016.
Over the years, he served as VP Member Services and VP Finance. More than that, Jim was a pleasure to work with and a friend to all. He will be sorely missed.

Dear AESS members,
I have been working to connect with AESS members in Region 9. I am impressed by the AESS Columbia Section Chapter, chaired by Giovanna Estefania Ramirez Ruiz, as they grow the AESS activity in Columbia even more. I am also excited about the increased communication and activity in Peru and Argentina!
We are working to put together a Region 9 Chapter Summit in January of 2021. Together, we will show that Region 9 has the potential to make an impact in the world!

AESS members can help us plan our technical activities by filling out or updating their Technical Interest Profile (TIP). Only 60% of our members have done so, and most likely many of those are out-of-date.
Simply sign in with your
IEEE Account. Then you can edit or add to what exists. We are particularly interested in the area in which you regularly work. Click “Save” and then sign out.
Our goal is to have updated membership information for 80% of our members. This will help us plan relevant activities. Thank you.

For more than a year the AESS Technical Operations Committee has been reviewing the performance of our panels with respect to addressing how they bring current technologies to our members and the future directions they may take. We also developed a set of Panel Policies and Procedures the panels should follow. We cancelled three panels, put one in suspension, established a new panel, and saw the rejuvenation of others. The panel review process will be completed shortly.
Currently the AESS has seven Technical Panels. They are listed in order of the number of participants indicated in parentheses. The Panels welcome new members and each Panel is described
on our web site. The new Glue Technologies for Space Systems Panel was recently highlighted in the AES Magazine.

In January, the Avionics Systems Panel was selected as the Outstanding Technical Panel of the Year under the inspirational leadership of the Chair Aloke Roy and Vice-Chair Rob Sabatini. The Panel is involved with the Integrated Communication, Navigation, and Surveillance (ICNS) Conference with the AIAA, and the Digital Avionics Systems Conference (DASC), also with the AIAA. One goal of the Panel is to take the lead in engaging with other AESS Panels in promoting unmanned and intelligent systems technologies at current and new conferences with other co-sponsoring IEEE Societies, and other professional societies. We expect the Panel to be very successful in all its efforts.
In February, every Panel was preparing for a conference or meeting to be held by April. However, all those conferences and meetings have been necessarily canceled, postponed, or gone virtual. It is sad that the work by the Panels, authors, attendees, and others did not come to fruition.. We do hope all these activities will be resumed at robust levels in the not-too-distant future. Until then, we will be using the web to conduct our activities. Stay well everyone.

The IEEE-AESS Gyro and Accelerometer Panel (GAP) met on 20-21 January, 2020 at Southwest Research Institute in San Antonio, Texas. This was a working meeting to review the status of several standards efforts, edit draft documents, and assign tasks to be completed for the next GAP meeting. The GAP is chaired by Randy Curey, and consists of two committees: the Sensors Committee, chaired by Jason Bingham, and the Systems Committee, chaired by Harry Davis. Meetings are open to the public, but voting is limited to GAP members through an application process. See the IEEE-AESS website for more information. Due to public health concerns related to the coronavirus outbreak, we saw no alternative but to cancel the 12th International Summer School on Radar/SAR 2020. The health and safety of our attendees, partners, presenters, and colleagues is of the utmost importance to us. We were forced to consider the growing risk of exposure, especially in the German state of Nordrhein-Westfalen (North Rhine-Westphalia), where our event is located.

Today, with the results of a number of separate discussions on the various options and witnessing the strong participation of our community, ISIF and the Fusion 2020 organization jointly opted for conveying the conference in virtual format only, while keeping all of its technical program intact. As such, the on-site component of the Fusion 2020 conference at Sun City is cancelled. All reasonable steps should be taken to cancel any travel and accommodation arrangements that have already been made. In other words, we will proceed with the web-based conference arrangements for the tutorials, special sessions, and regular sessions; while also working to set up the appropriate cloud-based infrastructure to support our presenters and attendees.

The COVID-19 pandemic concerns many countries in the World. It leads to travel restrictions and confinement in many territories. The situation is unfortunately not expected to be over rapidly. Under this force majeure circumstances the Program Committee of the 27th Saint Petersburg International Conference on Integrated Navigation Systems (ICINS-2020) decided to hold the conference in web-format providing access to pre-recorded video presentations of papers.
